Atlantic Buoy Is Back--Intermittently

Successfully uplinked commands to change the first reporting time to 1700Z, which is ~1400L. Delaying to 1400 Local allows more charging time before the first message is attempted. That appears to have improved the reliability of daily messages. Still a few weeks before the Winter Solstice, so we still have another month of even lower Sun angles to deal with. Way past Titanic now, and off to the Azores!
