Atlantic Buoy Coming Back Strong

Today was the first day since mid-Nov that LantBuoy made reports over a 9 hr period. Earlier this week I moved up the first reporting time to 1000 EST, which is ~1300 Local. As we get more consistent reporting (at least on Sunny days), I will continue moving first report times earlier. Unsure whether we'll ever get back reports on cloudy days.
