Gulf Buoy is Back!

As predicted ;), Gulf Buoy returns! I'm going to speculate what might be going on. If you follow the data closely, you'll see some odd values for the "Days Since Last Reboot" field. The Arduino may have some issue with the EEPROM that could be affecting operations. Happy for now, but really hope it starts heading west towards the Loop Current.
