HI Buoy (Temporarily) Silent

Maybe HI Buoy was jealous of all the attention Gulf Buoy was getting. Went silent on 26 Sept. Hoping this is the same problem we saw with Gulf Buoy, which came back a week later. Still vexed by this recurring issue that appears to only be solved by a battery rundown.
